The Treasury Department is responsible for all township financial matters mandated by law or practise. Major duties include:

  • preparing the annual municipal budget under Township Council’s direction;
  • preparing property tax bills and revenue collection;
  • administering accounts payable and receivable;
  • water and sewer billing and collection;
  • responding to ratepayers concerns about Township financial matters.

Property tax rates are established by Township Council. Your property taxes are calculated by multiplying the appropriate tax rate by the assessed value of your property. It is important to distinguish between property taxes that are established by the Council and property assessment that is performed by the Ontario Municipal Assessment Corporation (MPAC). This agency determines market valuations and mails assessment notices. Address your assessment concerns to the Municipal Property Assessment Corporation Customer Contact Centre at 1-866-296-6722. There is an appeal process that MPAC personnel will explain. It is important to note the Township has no involvement with assessment or appeals.

The Treasury Department is responsible for sending out property tax notices and collecting revenue. Most Township government operations are funded by property tax revenue. The Township splits taxes collected with school boards and county government keeping only a portion. The provincial government, not Township Council, establishes tax rates for school boards. County government sets its own rates. But it falls to the Township’s Treasury Department to collect all taxes.

Tax rates set by Township Council are governed by complex provincial guidelines and rules. These may seem to be in constant flux, complicating already complex procedures. This occasionally means Treasury staff are caught between provincial rules and procedures and frustrated taxpayers. The Department’s philosophy is to strive always to help taxpayers.
