Public Works is the Township’s largest department in terms of employee numbers with 10 full-time and two part-time employees. The Department administers a maintenance budget that exceeds $1 million per year. It oversees tendering, capital works projects and is responsible for policy development. Road related duties include construction and inspection, but care of the Township’s arteries is paramount. That involves everything from gravel maintenance on loose top roads to road stabilization to the application of calcium dust suppressant. Through a capital works program, the Township Council is committed to spending well over $100,000 per year on Township roads. In winter, all 307 kms of Township roads are plowed with the exception of three seasonal roads.
Roads
The Department manages a fleet of 24 vehicles that range from pickup trucks to graders with everything in between. It is responsible for purchasing and inventory management and a host of related duties, including tender preparation. Recent changes in provincial laws are expected to have an impact upon Public Works operations. Specifically, the winter operations schedule may be affected by new standards limiting the number of consecutive working hours for truck drivers who operate snow plows.
Drainage is always a concern so maintaining ditches throughout the Township is a work-in-progress. And on behalf of the provincial agriculture ministry, the Department administers Muncipal and tile drains.
There are seven major bridges to maintain and inspect. The Department also is responsible for park maintenance in Lansdowne, in Seeley’s Bay and in Lyndhurst. This involves playground equipment inspection to ensure the safety of park users.
Waste management is the other major focus of Public Works personnel. Each of the Township’s three wards has a waste disposal site. A comprehensive recycling program ensures the long-term viability of these sites. This involves site development and planning as well as landfill design and monitoring duties. The Department is responsible for the municipal recycling program as well as environmental studies. Staff review engineering studies, chemical analysis and implement appropriate recommendations while liaising with the provincial environment ministry and other professional resources.
Department staff also arrange for grass cutting in cemeteries and oversee the contractors who perform the duties. Also, the Department oversees dock and boat launches as well as handling garbage pickup at these sites.
The operating philosophy of the department is co-operation with ratepayers in a cost-efficient manner. Department personnel strive to be proactive, to solve problems before they are raised.
