Roads

The Township of Leeds and the Thousand Islands is responsible for maintaining 330 kilometers of roads year-round through its Public Works crew. This maintenance does not include private lanes, county or provincially owned highways, and the 1000 Islands Parkway. 

The roads are regularly monitored to meet the Minimum Maintenance Standards for municipal highways. The crew identifies and addresses temporary hazards, such as downed trees, branches, potholes, snow, snow drifts, icy conditions, and more.  If you see a problem? Please report it.

For all other road issues and concerns, please contact the following:

County roads, or arterial roads, are maintained by the United Counties of Leeds and Grenville. These include:

  • County Road 2
  • County Road 3 (Prince St., Reynolds Rd., Outlet Rd.)
  • County Road 4 (Quabbin Rd., Rockfield Rd., Warburton Rd.)
  • County Road 13 (South Lake Rd.)
  • County Road 32
  • County Road 33 (Lyndhurst Rd.)
  • County Road 35 (Station Rd.)
  • County Road 34 (King Street West, Eden Grove Rd., Hiscocks Rd.)
  • County Road 37 (Howe Island Ferry Rd., East)
  • County Road 42
  • County Road 47 (Main Street in Seeley's Bay)

Provincial Highways are maintained by Webber Infrastructure. These include:

  • Highway 15
  • Highway 137
  • Highway 401

Private lanes are maintained by citizens or lane associations. If you live on a private lane you may be eligible for the Private Road Grant. 

Parking, Streets, Sidewalks

Parking in the Township is regulated by By-laws and Enforcement.  The penalty for parking infractions ranges from a fine to having a vehicle towed. 

If your vehicle has been towed, the license plate number, date and towing company information will be provided to the OPP and the Township Administration Office.

On occasion, it is necessary for a resident or contractor to install a service or utility beneath a Township road. Because this often damages the road surface, a road cut permit is required as outlined in our Road Cut Policy. See our General Rates and Fees By-law for the applicable permit fee.

Applicants are encouraged to schedule work to coincide with municipal road reconstruction when possible. A rebate may be applied if work is completed during this period.

The Township road allowance extends beyond the shoulders of the road surface. As per By-Law 08-51 permission must be obtained from the Township before placing any object or structure on a road allowance. These objects or structures can include:

  • hedges
  • fences
  • decks
  • buildings
  • awnings
  • sidewalks
  • retaining walls

Sidewalks in the Township villages are maintained by our public works crews. If you discover a sidewalk issue, please Report It.

Requests for reduced speed limits are received and reviewed by our Operations and Infrastructure department in consultation with the Ontario Provincial Police, Leeds Detachment. 

Under the Highway Traffic Act, the current speed limit is 50 kilometres per hour by default in built up areas, and 80 kilometres per hour elsewhere.

Street sweeping of our villages occurs each spring. Every effort is made to have at least one pass of the sweeper through each village by the end of May. 

To help maintain the Township's road network and infrastructure, seasonal half load restrictions are generally imposed during the Spring thaw.  Please sign up  watch our website news posts and follow our social media pages for dates and duration

To allow snowplows to safely clear roads, no person shall park a motor vehicle on any of the streets, sidewalks, or highways within the Corporation between the hours of 12:00 a.m. and 7:00 a.m. Eastern Standard Time between the 1st day of December and the 31st day of March inclusive in the year next following

The Parking By-law, 23-064, is enforced through Administrative Monetary Penalties, By-law 22-044.  The penalty for parking on a Township Road during winter parking restrictions may range from $40.00 to having the vehicle towed at the owners expense.
