The Township provides water and sewer service for residents within the service area of the Village of Lansdowne.  

The water and sewer system for the village of Lansdowne is owned by the Township of Leeds and the Thousand Islands and operated by the Ontario Clean Water Agency

The water is tested regularly and reports are available for your review.

Water/Sewer Billing

Water bills are processed on the 15th day of each month, or the closest business day to the 15th if on a weekend.  Payment is due on the 30th of each month.  A 1.5% interest fee on late payments will be applied.

  • Online or Telephone Banking:  (use "Leeds" to search for payee, then select "Leeds and the Thousand Islands, utility" use your account number on the top of your bill)
  • At the Bank: Take your bill to the bank you have an account with. 
  • In Person at the Township office:  We accept cash, cheque, debit at our Township office, located at 1233 Prince St., Lansdowne, ON K0E 1L
  • Drop-box at the Township office:  (cheques only please)
  • By Mail:  Cheques made payable to "The Township of Leeds and the Thousand Islands" and referencing your account number, can be mailed to Township of Leeds and the Thousand Islands, 1233 Prince Street, P.O. Box 280, Lansdowne, ON K0E 1L0

  • Online through PayPal/credit card:  Please note when paying with PayPal/credit card, a 3% plus $0.35 convenience fee is charged per transaction. Have your 11-digit water account number ready to register/create an account and make your payment. Your account number is found on the top of your water bill.

Water and Sewer Rates

Current rates are based on the findings of a Water and Wastewater Rate Study and the Financial Plan for the system

The residential water and sewer rate is $167.43 per month. If usage exceeds 15 cubic meters, an additional charge of $5.35 per cubic meter is applied.

The commercial water and sewer rate is $203.30 per month. If usage exceeds 15 cubic meters, an additional charge of $7.13 per cubic meter is applied.

How to become a new customers or request an upgrade to Water and Sewer Service.

The Township of Leeds and The Thousand Islands has connection fees payable by property owners prior to connecting to, or making upgrades to, municipal water and sanitary sewer systems within the Village of Lansdowne. Under By-law, connection to both municipal water and sanitary sewer are required where both exist.

Learn about New Connections, Extensions of Service, Upgrades, Meter Installations and fees

For a new connection, property owners are required to complete the physical service connections and must hire a Contractor to bring the service from the water main, or sanitary sewer, to buildings on their property under a Building Permit.

The full cost of the water and/or sewer service pipe from the main to the building is paid by the property owner.

Township Building Inspectors and Ontario Clean Water Agency inspectors are required to inspect the service installation from the road right-of-way into the building(s).

The process and paperwork required for private service connections are as follows:

  • Apply for a Building Permit for the installation of the exterior service piping and any interior plumbing that may be required. You may choose to allow your Contractor to apply for a Building Permit on your behalf.
  • Property owners or contractors must complete a Service Connection-Installation application. Spool piece is provided to contractor by Township staff when fees are paid.
  • Property owners are required to enter into a Water Sewer Service Connection Agreement.  
  • If work is required within the road right-of-way, the Contractor needs to apply for a Road Cut Permit for excavation and reinstatement.
  • If a new driveway is required, or alterations to an existing driveway, the Contractor needs to apply for an Entranceway permit.

Property owners may request an extension of municipal water and/or sanitary sewer in the Village of Lansdowne if services are not currently available. To initiate this process, please complete the Service Connection-Installation application and staff will be in touch to review the process with you.

Property owners may be required to repair or upgrade the municipal service connections to their homes. To initiate this process, please complete the Service Connection-Installation application and staff will be in touch to review the process with you.

For new builds, once the spool piece is installed, contractor must call Manager of Infrastructure & Environmental Services, or delegate, to request water meter installation. 48 hours notice is required. Installation of meter is completed by water system manager (OCWA). 

The water meter must be installed in a location where it is protected from freezing. Water meters must not be located in the crawl space. A water meter must be installed on the drinking water supply before any water is used. Water and/or wastewater charges will apply as soon as the water meter is installed.

Once services are installed, property owners and tenants are required to complete a Water/Sewer Service Connection Agreement. This account is for the purpose of establishing and maintaining a service connection, and for billing/collection purposes. Once the private service connections are complete, water/wastewater rates will be added to the monthly bill.

If you are a resident of the village of Lansdowne and have a secondary building or a room for an elderly family member who lives with you, you may qualify for the Water and Wastewater Rebate for Seniors program.

Natural gas is available in some areas of the Township.  To inquire to see if the services are available in your location contact, Enbridge.

If you smell gas, call 1-866-763-5427 or 911 immediately.

If you are planning to renovate or excavate, contact Ontario One Call first to get a locate so you can dig safely. Remember, you are liable for any damage or injury caused by interfering with any buried services. Request your free locate online at the Ontario One Call Web Portal or call 1-800-400-2255.

The province of Ontario needs your help identifying pollution incidents where and when they happen. This will help them respond quickly and keep our communities safe.


Please report it immediately if you witness any of the following:

  • pollution spilled on land, in the water or air
  • industrial or commercial noise pollution
  • waste being dumped into the natural environment
  • improper disposal of commercial waste

Please report potential pollution incidents online at to the Ontario Spills Action Centre .  Owners of pollutants must report spills by phone 1-800-268-6060 to the Spills Action Centre.    Smell gas call 1-866-763-5427.
