Our dog control by-law covers dog ownership, regulating and licensing; cats are not regulated by our by-law. Dog owners are also governed by the Dog Owners' Liability Act.

Lost and Found Pets

To many, pets are family members. We want to help you reunite with your pet if it goes missing so please report it. When possible, post pictures of your missing pet on Facebook. You can send your pictures to the Kingston Humane Society's Facebook page as they act as the Pound for the Township.

If you think your dog may already be impounded, contact Kingston Humane Society. 

A $100 impound fee, as well as any fees charged by the Vet, must be paid prior to the release of your dog. The Kingston Humane Society charges a $50 one-time administration fee and a $10 boarding fee per day. Proof of a current dog tag is required. A tag must be purchased before the dog is released.

To submit a complaint related to an emergency with an injured dog during the evening, weekend or holiday, please contact Frontenac Municipal Law Enforcement at 613-541-3213. This is an answering service only so please leave specific details and call back information.

Report Animal Abuse

Cats

Cat owners are not required to have licences or tags for their cats.

If you find, or are missing, a cat we have found that posting pictures of lost and found pets on social media is very successful in speeding up the reunion process. When possible, post pictures of your pet on Facebook.

If feral cats are a problem in your area, contact the Lyndhurst Feral Cat Project.

Report a Dead Animal
Property owners are responsible for dealing with dead animals on their property. The Ministry of Environment and Climate Change has a list of tips for safe removal of dead animals. If the dead animal is on property that does not belong to you, contact the appropriate land owner below.
On Township Road and/or Property
To report a dead animal on a Township road or on Township property, submit a report or contact us at 613-659-2415 during regular office hours (9 - 4:30 p.m. Mon - Fri).
On a County Road
To report a dead animal on a County road contact the United Counties of Leeds and Grenville Public Works Department by phone at 613-342-3840.
On a Highway
To report a dead animal on Highway 401, 15 or 137, contact Leeds O.P.P. at 613-659-5200. 
On the Parkway
To report a dead animal on the Thousand Islands Parkway contact Highway Maintenance Contracting Inc., a division of Coco Group, at 1-866-685-2770.
Report a Dead Livestock

The Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) runs the Ontario Wildlife Damage Compensation Program. This program provides financial compensation to owners who have their livestock, poultry and honey bees killed by coyotes, bears, crows or other wild animals.

Contact our Livestock Valuer, Brian Smith, at 613-659-2379 within 48 hours of discovering the injury or death of your livestock.

Eligibility Requirements
  • be a sole proprietor, corporation, partnership or unincorporated association
  • have a valid Farm Business Registration number (FBR) or approved documentation issued by the ministry for new/retired farmers that do not qualify for an FBR number, or have a religious exemption approved by the Agriculture Food and Rural Affairs Appeal Tribunal or a confirmation letter provided by the Indian Agricultural Program of Ontario
  • have a Premises Identification number (available from the Provincial Premises Registry) or a confirmation letter provided by the Indian Agricultural Program of Ontario, unless a Premises Identification number is not available in that particular area
  • the weight of poultry injured or killed must be more than 25 kilograms
  • must demonstrate to the valuer that reasonable effort has been taken to prevent wildlife damage to livestock, poultry, beehives, bee colonies or beehive related equipment to be eligible for a claim
  • apply for compensation under the program using the application form
  • be in compliance with and remain in compliance with all applicable federal, provincial and municipal laws
  • fully cooperate in any audits that may be initiated in relation to any compensation the applicant receives under the program

The program provides 100 per cent of the value of the loss up to the prescribed maximum compensation values.

Request a Dog Tag

Our Dog Control By-law requires all dogs in the Township to have dog tags which can be purchased, using cash, cheque or debit, at the Township office Monday to Friday from 9:00 a.m. to 4:30 p.m.  

If you would like to have your dog tag mailed to you, please submit your request and send a self-addressed stamped envelope, along with a cheque payable to "Township of Leeds and the Thousand Islands" for the amount listed in Schedule B of the General Rates and Fees By-law below. Please note that your application will be processed upon receipt of payment. 

Request a Kennel Licence
If you have more than three dogs in your household you will require a kennel licence. Zoning for kennels must be approved by the Planning department in accordance with the Zoning By-Law.
Shelter Services
The Gananoque and District Humane Society has been helping animal friends for over 25 years. All animals in the shelter's care are looked after until a suitable permanent or foster home is found.

Wildlife

Rural living means encounters with wildlife!

If you suspect a beaver dam is affecting your property, contact a trapper to have it removed. If the beaver dam is affecting the roadway, please report it to us.

For emergency encounters with bears, coyotes or cougars contact 911 immediately. To report sightings in your area please contact the Ministry of Northern Development, Mines, Natural Resources and Forestry.

Education and prevention are essential:

  • the Bear Wise Program teaches people about black bears and provides tips to keep bears away from urban and semi urban areas;
  • protect your family and pets by preventing and managing conflicts with coyotes, wolves and foxes;
  • cougar sightings in our area are not uncommon. Educate your family on how to prevent and manage conflicts with cougars; and
  • additional resources are available from the Ministry of Natural Resources and Forestry.

By-Law's and Resources:

  • The Township of Leeds and the Thousand Islands enforces the Dog Control By-law to ensure responsible pet ownership. Dogs must have a dog tag and be kept under control at all times. Dog owners are subject to penalties or prosecution under the Dog Control By-law and/or the Dog Owners Liability Act.
